that really drives the colonies to join together in an effort

is some kind of a threat--

so basically self-defense is a really good motivator.

And so typically in the past

something would threaten the colonies,

inter-colonial unity suddenly seemed important,

there'd be some kind of a movement

to do something together for the moment,

and then when the crisis passed the unity passed as well.
